Proposal to change the voting process to revise the rules

Postby Steve Rodrigues » Thu Jul 02, 2020 6:14 am

Proposal to change the voting process required to revise the rules of the Fellow Feathers of Fort Funston Hang Gliding Club.

Summary: This proposal is intended to improve the rules revision process by mirroring Article XII of the FF Bylaws and having more members participate in the process.

For reference, the FF Bylaws state:

ARTICLE XII: AMENDMENTS
Section 1: These bylaws may be amended by an affirmative vote of two thirds of the members present at two consecutive meetings.
Section 2: At least ten days before the first of the two consecutive meetings, the proposed amendment will be posted on the Fellow Feathers website. The wording of the proposed amendment may be fine-tuned before and/or during the first of the two meetings. If passed at the first meeting, the amendment wording will be posted in its entirety on the Fellow Feathers website at least ten days prior to the second meeting. At the second meeting, the amendment will be voted upon with no additional changes.
Section 3: Any such amendments must be consistent with the provisions of the
Club’s permit agreements and any other requirements, regulations or agreements with state and local governments, other relevant authorities and affiliated organizations.

Proposed addition to the club rules:

"Revisions
Section 1: These rules may be revised by an affirmative vote of two thirds of the members present at two consecutive meetings.

Section 2: At least ten days before the first of the two consecutive meetings, the proposed revisions will be posted on the Fellow Feathers website. The wording of the proposed revisions may be fine-tuned before and/or during the first of the two meetings. If passed at the first meeting, the revised rules will be posted in their entirety on the Fellow Feathers website at least ten days prior to the second meeting. At the second meeting, the revisions will be voted upon with no additional changes.

Section 3: Any such revisions must be consistent with the provisions of the Club’s permit agreements and any other requirements, regulations or agreements with State and local governments, other relevant authorities and affiliated organizations."

In reference to the above:

There was a discussion during our June club meeting about making changes to the FF rules more fair. That is, by giving everyone more advance notice of a proposed change, and having it voted on over two meetings just like we do for a Bylaws change.

The first of two votes on this proposal will take place at the August 6th club meeting. If you would like to participate be sure to contact me for a Zoom invite: steve [at] skypuppy (dot) us
PS: I might have missed a recent invite request, so feel free to double check with me to make sure you will be added. Thanks!
